Main Function of Cultural Department of Zhejiang Province

1.To implement and carry out the principles and policies of the CPC and the state on cultural and historical relics work; consigned to draft out the local regulation and rules of law concerned about cultural and historical relics administration; to bring into effect after deliberation; to research and work out the development plan for cultural and historical relics undertakings of Zhejiang Province.

2.To study and guide the management system reform on cultural and historical relics undertakings of Zhejiang Province, to strengthen to build a healthy employment structure for art and historical relics undertakings, to promote the reform of personnel system in the cultural units.

3.To comprehensively administrate drama, music, dance, local opera, acrobatics, fine arts, literature, film, etc. of Zhejiang Province, to focus on the creation and producing (film excluded) management of exquisite products of various categories£¬and scientific and technical research of culture and historical relics, to organize and guide important artistic activities.

4.To comprehensively administrate the social culture and library undertaking of Zhejiang Province, to strengthen the work of library, mass culture and national culture.

5.To research and work out the cultural industry development strategy and mid and long-term development plan of Zhejiang Province, to research and work out the cultural industrial policy, to coordinate the development of cultural industry.

6. Responsible for the administrative law enforcement, management and inspecting of the cultural and historical relics market of Zheajing Province, to research and work out the policies and development plan of the cultural and historical relics market ofZhejaing province, instructing to build the working staff of management and inspecting of the cultural and historical relics market of the province, responsible for handling administrative cultural reconsideration cases.

7. To research and work out the development plan of foreign exchange in the field of culture and historical relics of the province, to centralized manage cultural exchanges with Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan area; to apply, organize and implement foreign cultural exchanges items of the province according to the limits of authority.

8. To work out the basic construction plan of the cultural and historical relics undertakings of Zhejaing Province, to guide the facility construction of culture and historical relics of the province, and instruct affiliated units in managing the construction projects.

9. To examine, verify and apply for the national and provincial key historic preservation units, to undertake relevant verifying, applying and managing of nationaland provincial historical and cultural cities, historical and cultural protection regions, projects of world cultural heritage, to implement historical relic's protection and rescue work; to verify and approve archaeological studies exploring, historical relics protection, historical relic maintenance items in accordance with the law, to work out the budget of historical relics maintenance, to examine and allocate, manage the fundsfor historical relics maintenance.

10. To research and work out the development plan of museums, memorial museums of Zhejiang Province, to guide museum construction and the cooperation, exchange among the museums of the province, to organize the appraising of state-owned historical relics of the province, responsible for the using, exchanging and allotting of museums¡¯ collections, to verify and apply for important exhibitions.

11. To guide and manage the directly affiliated enterprises and institutions; to guide activities of associations and societies on cultural and historical relics undertakings.

12. To undertake other items of the CPC Zhejiang Committee and provincial government assigned.
